إجراء تنظيمي للمحافظة على استمرارية خدمات الرسائل النصية

Mandatory SMS Template Registration

Dear Valued Customer,

As part of our commitment to complying with the regulations and instructions of the Communications, Space & Technology Commission (CST) in Saudi Arabia, and to help ensure continuity of SMS services, we would like to inform you of new requirements for registering and reviewing SMS message templates through a dedicated platform integrated with telecommunications operators and operating under CST supervision.

01 · Mandatory registration

Effective 1 January 2027, SMS messages that do not match a registered and approved template will no longer be permitted for delivery, in accordance with the applicable regulatory requirements.

02 · How to register through Mora

1. Sign in to your account on the Mora Communications website.
2. Navigate to Message Templates.
3. Click Request New Message Template (or Add), select the appropriate category, and complete the required fields.

Please submit both your existing templates and those you anticipate using in the future without delay. Requests are reviewed in submission order. Rejected templates may require revision and resubmission, which could extend processing time.

Submission does not constitute final approval. Each template remains subject to review and approval or rejection under the applicable rules and SMS Template Governance Guidelines.

03 · Fees and regulatory requirements

Template review and registration are expected to remain free of charge through 31 December 2026. Starting 1 January 2027, review and registration fees, as well as separate renewal fees, are expected to apply. Final amounts, validity periods, and any linkage to Sender ID validity have not yet been confirmed in the information provided. We will communicate official details once available.

We encourage you to use the free registration period and keep your Sender IDs renewed on time, as template validity may be linked to the corresponding Sender ID validity.

04 · Government entities and banks

Limited exemptions may apply to certain variable-related template requirements for government entities and banks. Sender IDs used exclusively for internal employee communications may also qualify for an exemption, subject to applicable conditions. A signed and stamped undertaking may be required. Please refer to the governance guidelines for details.
